另外中国的初中语法书上也是这么说的.

可以看出,单复数的运用关键在于说话人自己如何认为.
当说话人强调复数的整体性时,可以用单数动词形式.
当说话人想突出复数印象给听者时,可以用复数动词形式.
而这又不能是初中阶段所能理解上去的.所以还是照书上说的,就近原则,填 is .
