This links up with two complex issues in need of unravelling.The first is a concern often expressed about the role of conditionalities,introduced in many of the programmes reviewed above.The concern is to do with whether conditionalities are necessary or effective in achieving programme objectives,for example in ensuring that children in beneficiary households are sent to school.There is very little hard evidence on the effectiveness of conditionalities,say on whether including or removing conditionalities would seriously impair achieving programme objectives.At any rate,the effects are likely to be small,for example in Mexico school enrolment rates in primary education were above 9o per cent before the introduction of Progresa,so the effect of conditionalities could at best lock in the 1o per cent of children not enrolled at school.
