In brief.虽然short 也有简略的用法,但是前面不加in,而且只能在特定词组里用,比如：I'll make it short,我简单说一下,to make a long story short,简单介绍以下情况.
总而言之,short,本身没有简略的意思,只能在特定情况下用,而前面加in不是特定情况之一.
in short 主要是指把原来比较长的事物截短，for example Tom is in short of Thomas一般是指对具体的事物的简短
in brief是指简明的说，可以把原来冗长的话简而言之，对象一般是抽象的事物
